If an employer brings someone in to work for them from a foreign country then the employer should be responsible for that person while they are in Canada (housing, food, clothing, criminal activity etc.)..
That would make employers think very carefully before they bring in 'employees' from other countries, even if the person never works for the company.
No qualms with that, and it's one of the reasons why agricultural LMIA need, however potentially exploitable, has always made more sense. There can be a) an actual need, and b) the TFWs on site often then live onsite, eat staff meals, etc.
Reduce intake and shut down most of these streams entirely, but yeah, a shared responsibility would make thousands of these bad actors think twice.

He's an excellent follow, and I believe his website that I link to in his bio is more up to date than his Substack, which he would have created here in accordance with the Guest Post system.
Feel the same. It's such an insult, such a betrayal, and even such a shameless abuse of the percentage of well-meaning newcomers, that it's a disgrace no matter which way you'd look at it. I'd rather my business fail, my salary come off a line of credit, or I'd rather commit Seppuku than lowering myself to our basement apartment economy. Not sure how any of these bad actors, and those who have cut corners in corporate Canada, can live with themselves.

We are getting people on work permits for jobs that don’t even exist.
The slumlord / ‘employer’ could still stuff 20 ‘workers’ in one house. We would have the same problem.
The key is to reduce the intake to reduce the pressure on housing.
This issue just makes my blood boil. I'll quit while I'm still polite. 😂
