Has always struck me as an effort to tilt the system in the favour of permanent power -- particularly when you look at the subsidies-for-fealty model -- while riding a demographic wave you have some control over. But even the worst case scenarios didn't have Trudeau polling at 28%, and moderates throwing up their hands in disgust.
